梁平漢，中山大學(xué)政治與公共管理學(xué)院教授、博士生導(dǎo)師，中山大學(xué)“逸仙學(xué)者”，牛津大學(xué)“太古”高級(jí)訪問學(xué)者。《產(chǎn)業(yè)經(jīng)濟(jì)評(píng)論》執(zhí)行副主編，中國數(shù)量經(jīng)濟(jì)學(xué)會(huì)理事，中國運(yùn)籌學(xué)會(huì)博弈論分會(huì)理事。主要研究地方政府行為、行為與實(shí)驗(yàn)經(jīng)濟(jì)學(xué)、博弈論、政商關(guān)系等。在Economic Journal, Games and Economic Behavior，《經(jīng)濟(jì)研究》、《管理世界》、《經(jīng)濟(jì)學(xué)（季刊）》等國內(nèi)外一流期刊發(fā)表論文數(shù)十篇，主持國家社科基金、國家自科基金資助項(xiàng)目多項(xiàng)，研究成果被《新華文摘》和人大復(fù)印報(bào)刊資料全文轉(zhuǎn)載多次，獲霍英東基金會(huì)優(yōu)秀青年教師獎(jiǎng)，教育部、四川省、重慶市等部省級(jí)獎(jiǎng)勵(lì)多項(xiàng)。
【摘要】
Using the Budget Law reform in China as a quasi-natural experiment, this paper examines the causal impact of Use-it-or-lose-it budget rules on local governments year-end spending spikes. We compile a comprehensive dataset of public procurement contracts during 2014-2021, and develop a novel method to measure the quality of contract. We show the substantial surges in procurement contracts in the end of the year, and these contracts are more likely of low quality. The difference-in-difference model indicates that after the reform, local governments award 25.8% more procurement contracts, and double spending on procurement in the last month of the year. The year-end spending surges concentrate on goods and construction projects procurement, contracts with high values, and favor local suppliers. We suggest the late arrival of funds under the rigid hierarchical allocation of fiscal funds underlies this distortion.
