題目Food Safety Risk Governance: Theory and Evidence

摘要

This paper constructs and expands the food-quality safety risk governance framework, including the risk formation mechanism and quality regulation system. The risk formation mechanism issues that quantity-quality substitutability is a fundamental condition for food fraud and separates the effects of resource input constraints from information asymmetry. This study considers the roles of penalties and rewards for the quality risk regulation institution. The results show that penalty-based quality regulation design is doomed to be not efficient because it can only mitigate the effects of information asymmetry. At the same time, a reward can further alleviate the impact of resource input constraints. Higher food quality is not always better, especially when resource input is constrained. Further, we conclude that the food-safety risk governance system designed by policymakers should consider the quantity and quality of food.

主講人簡介

陳有華,廣東省青年珠江學者,廣東省優秀博士學位論文獲得者。現任華南農業大學經濟管理學院青年教授,華南農業大學丁穎高層次重點人才培養對象。已在國內外重要學術期刊發表論文50多篇,主持國家自然科學青年和面上基金等10余項。相關研究成果獲廣東省哲學社科優秀成果獎二等獎和廣東省教育教學優秀成果一等獎等省級獎勵5項,省部級領導批示2項。Frontiers in Energy Research》Guest Editor、中國軟科學理事會理事、粵港澳大灣區綠色發展聯盟副秘書長,受邀擔任《Nature Communications》、《Nature Food》、《經濟研究》、《管理世界》等40多種學術期刊同行評審專家。
